Child Development Training Consortium

There is help available for you to apply for your Child Development Permit. A statewide program to assist early care and education professionals, the Child Development Training Consortium Links to an external site., CDTC provides services, training, technical assistance, and resources to students and professionals working with and for children. In doing so, we help promote professionalism and high quality early care and education programs that benefit California’s children and families.

The Child Development Training Consortium (CDTC) is a statewide program funded by the California Department of Education, Early Education and Support Division (CDE/EESD) with federal Child Care and Development Quality Improvement funds. The program is administered by the Yosemite Community College District and serves all of California. 

There are two programs in particular that the CDTC funds and operates that can help you while you earn your degree and permit. 

ECE Student Career and Education Program Links to an external site.

This program is available to fund specific educational costs at 105 community colleges throughout California. Access to this program is available to eligible students who are pursuing careers in child care/development through the CDTC Campus Coordinator designated at each of the colleges.

Each CDTC member community college works with a local advisory committee to develop plans for the use of CDTC funds. Therefore, the use of CDTC funding can vary from college to college. 

Here at College of the Desert, Maria Avalos, maavalos@collegeofthedesert.edu,  is the campus coordinator. We offer stipends to students who are Early Childhood Education Majors and qualify in one of two categories.

The Child Development Permit Funds Project Links to an external site. is available to applicants statewide. The CDTC pays the permit application fee (if eligible) and Live Scan fingerprint processing reimbursement (if applicable) for the Child Development Permit levels listed below, including permits with a School-Age Emphasis.

  1. First Time Permits: Assistant, Associate Teacher, and Teacher
  2. Permit Renewals: Assistant, Associate Teacher, and Teacher (Valid and expired permits are eligible to submit for renewal)
  3. Permit Upgrade to any Higher Level Permit from these Permit Levels: Assistant, Associate Teacher, and Teacher (Valid and expired permits are eligible to submit for upgrade)
  4. Teacher Permit Online Renewal: CDTC can reimburse $100 of the renewal fee for Teacher Permit only (applicant will need to pay the fees by MasterCard, Visa, debit or credit card).
